Ten years after entering the WTO, Laiwu's open economy has not only become an important driving force for the city's development, but also a highlight of the province. It can be seen that the scale of import and export has been enlarged, attracting a large number of international capital, technology and talents, and forming more and more international industries and enterprises. What is not visible is that it has broadened people's horizons, established an open mind, and gradually brought their thinking and concepts into line with international practices.
Foreign trade has grown by leaps and bounds. From 210 million US dollars in 2001 to 3.2 billion US dollars this year, the city's total foreign trade imports and exports have increased by 3 billion US dollars, an average annual increase of 30%. Laiwu's "Big Ginger" and "first dish" are served on the tables of people all over the world.
Ten years after entering the WTO, Manhing Company has developed from a "small workshop" in the past to the first "Ginger Boss" in Asia. "Manhing is an enterprise that grew up with WTO. Without WTO, Manhing could not develop so fast and so well." Liu Jianzeng, chairman of Manhing Food Co LTD, said.
Manhing was founded "in the year of China's accession to the WTO" when there were no factories, no workshops, no processing capacity, let alone assets, and only seven laid-off workers. After more than ten years of ploughing, the total assets of the company reached 300 million yuan, with an annual output of more than 200,000 tons of fresh-keeping, pickling and dewatering products. Ginger export ranked first in the country for nine consecutive years, garlic export ranked top three in the country for six consecutive years. In 2010, Manhing achieved foreign exchange earnings of 160 million US dollars, which is more than 20 times of the city's agricultural exports in 2001! "Wto entry" means that the threshold of access to the international market will be reduced until it is removed. Our city seize the opportunity to let more foreign consumers share the charm of "Made in Laiwu".
Ten years after its accession to the WTO, Laiwu's foreign trade has increased from 210 million US dollars to 3.2 billion US dollars, and its import and export scale has increased by 15 times, crossing three steps of 1 billion US dollars in a row, with an average annual growth of more than 30%!
After ten years of WTO accession, the key export enterprises have been expanding continuously. Up to now, the city's import and export performance enterprises reached 280, an increase of 246 over 2001. In 2011, there were 4 enterprises with import and export value of over 100 million US dollars, 4 enterprises with export value of over 50 million US dollars, and 11 enterprises with export value of over 10 million US dollars.
After ten years of WTO entry, the export market is becoming more and more diversified. In 2011, the city's export market reached 129. Asia is the traditional export market of the city, accounting for 60% of the city's total exports. In recent years, Laiwu products have gradually entered the high-end market in Europe and America, and the export volume accounts for more than 30% of the total export volume of the city.
Iron and steel, textile and agricultural products are the "three carriages" of Laiwu's foreign trade and economy, accounting for more than 90% of the city's total exports, and driving the rapid development of Laiwu's foreign trade and economy.
The most distinctive and bright spot is the processing and export of agricultural and sideline products. Ten years after entering the WTO, Laiwu has developed from a major export city of iron and steel to a major export city of agricultural and sideline products. In the past ten years, the proportion of iron and steel exports has decreased from 80% in 2001 to about 20%, while agricultural products have increased from 10% to more than 70%. In 2001, the import and export of agricultural products was only 7.21 million US dollars. In 2010, it reached 565 million US dollars, a 77-fold increase in nine years. Laiwu ginger garlic has no legs in the world. Laiwu Dongxingyuan sushi ginger slices account for 30% of the global annual demand, accounting for 60% of the European market. Manhing's "Ginger Boss" and Dongxingyuan's "first dish" are spread all over the world, and more and more people around the world share "Laiwu Made".
Leveraging foreign investment to achieve new development. During the ten years since China's accession to WTO, the city has approved the establishment of 202 foreign-invested enterprises with contractual foreign capital of 980 million US dollars and actual foreign capital of 878 million US dollars
May 9, 2001, is a milestone in the history of Laiwu development. On this day, Laiwu was full of people, listening to the rumble of the construction of the development zone in our city.
The development of Laiwu Development Zone has set up a high-level platform for Laiwu to utilize foreign capital after entering the WTO. At the same time, the city has listed the work of attracting investment as the "No. 1 project" and implemented the "guarantee project" of utilizing foreign capital for many years in a row. In 2005, the city's foreign direct investment exceeded 100 million US dollars for the first time.
In accordance with the idea of "highlighting Japan and South Korea abroad, Hong Kong and Taiwan overseas, Jiangsu and Zhejiang outside the province, and Qingdao outside the city", our city has held investment promotion activities in Korea, Japan, Hong Kong, Taiwan, the United States and other countries (regions) and Shanghai, Guangzhou, Qingdao and other places for many years, and achieved obvious results. Up to now, our city has held 32 investment promotion activities at home and abroad, and signed 76 foreign-funded projects, with the contract foreign capital of 9.02 billion US dollars.
The festival highlights its characteristics in attracting investment. Since 2003, our city has held iron and steel expo every year, especially since our city held the International Aviation Sports Festival in 2009, the quality of the foreign level and signed foreign projects has been better and better year by year. In the past ten years, the city has invited more than 1000 foreign businessmen and signed 43 contract foreign investment projects, and the contract utilization of foreign capital exceeded 600 million US dollars. Up to now, the development zones have introduced a total of 23 foreign-funded projects, and the actual utilization of foreign capital has exceeded 200 million US dollars.
Ten years after WTO entry, a total of 202 new foreign-invested enterprises have been approved in our city, and the actual amount of foreign capital received is 878 million US dollars, which is 1.2 times and 2.06 times of that before WTO entry respectively.
Ten years after WTO entry, Luzhong Huiyuan Food and Beverage Co., Ltd. was introduced into our city, with a total investment of 90 million US dollars and contracted foreign capital of 50 million US dollars. Shandong Aidi Polymer Co., LTD., total investment of 220 million US dollars, contract foreign investment of 85 million US dollars; Vinda Paper (Shandong) Co., LTD., total investment of 600 million Hong Kong dollars, contract foreign investment of 200 million Hong Kong dollars and a number of large foreign-funded projects.
Ten years after entering the WTO, our city has completed Taifeng Textile, Runfeng Textile, Teda Garage, Taishan Sunshine, Xingyuan Thermal power, Aidi polymer and other foreign equity projects, further expanding the city's use of foreign investment channels.
Up to now, the city more than 10 million US dollars of foreign investment projects 20. Taifeng Textile Group was successfully listed in Hong Kong, filling the gap of overseas listing in our city. DSM, one of the world's top 500 companies, settled in Laiwu, bringing a "welcome gift" of 80 million US dollars.
New progress has been made in economic and technological cooperation with other countries. Up to now, the city has completed the export of more than 9,000 overseas labor services. There are 24 enterprises in the city that have established their own production and processing bases and offices in more than 10 countries and regions, with an agreed investment of more than 98 million US dollars from China
In the 12th month of 2001, the spring firecrackers occasionally exploded, Kang and Kai in Kangchen Village of Kou Town received a phone call, asking him to gather in Laicheng tomorrow and go to Japan for "training". Along with Kang and Kai, there were 12 other people.
These 13 Laiwu farmers who first went to Japan in the year of joining the WTO rewrote the "zero record" of Laiwu's independent contracted labor service output.
They could not be stopped. "Farm at home today, go abroad to work tomorrow", more and more Laiwu people go abroad to earn money from foreigners. Overseas labor service has become a hot spot for Laiwu people to work. In Kangchen village, which only has more than 1,000 people, more than 100 people go abroad to work at the most.
The city has introduced policies to support and promote surplus rural labor to "go out". At present, there are 4 qualified enterprises and 3 training institutions in the city. Up to now, the city has exported 9,221 overseas labor workers to more than 10 countries and regions such as Japan, Singapore and South Korea, covering more than 30 industries such as mechanical processing, agricultural planting, construction and catering services.
At the same time, Laiwu enterprises are developing resources overseas and expanding production capacity to "go global". A number of powerful enterprises such as Shandong Taishan Sunshine Group and Shandong Fulun Iron and Steel have established overseas resource bases in Australia and Canada respectively. Anjingze opened an iron ore mine in Indonesia, and Huitong Tire carried out processing trade with foreign enterprises, importing natural rubber and exporting Huitong tire. Up to now, 24 enterprises in the city have established their own production and processing bases and offices in more than 10 countries and regions, with an agreed investment of more than 98 million US dollars from China. The number of export enterprises has grown from more than 20 in 2001 to more than 500 at present, a 25-fold increase.
In 2008, the city's overseas contracted projects reached a zero breakthrough, completing 1.2 million US dollars, and driving more than 40 people to export labor. At present, 3,873 Laiwu people are mining gold, copper, iron, coal and phosphate in 14 countries.
"Dancing with the Wolf", competing on the same stage with international rivals, "WTO entry" forced China to speed up the reform of foreign trade management system, and also injected new momentum into Laiwu's foreign trade.
"Before entering the WTO in 2001, foreign trade enterprises self-operated import and export right to implement the approval system, only to get the approval of the Ministry of Foreign Trade and Economic Cooperation in order to do business with foreigners, otherwise, even if there are products and customers, but also to find agents. And to get the right to import and export, must have a variety of conditions, private enterprises to get the right more difficult, run a year can be approved is good." Tian Bing, chief of the foreign trade section of the Municipal Bureau of Commerce, said, "Now you want to do foreign trade as long as you prepare cases, no matter what the nature of the enterprise is, you can do the formalities in the Laiwu administrative service hall in the morning."
In the past, it was management, now it is service. It used to be fees, now it's visa-free. China's accession to the WTO has stimulated the transformation of government functions.
Before 2001, only Bank of China in Laiwu Bank could handle export business. Now, all commercial banks can handle export business.
Laiwu has its own customs, its own export Inspection and Quarantine Bureau, and its own bonded warehouse. All these have opened a "green channel" for foreign trade and economy.
With the export of agricultural and sideline products, farmers also have a sense of internationalization. This year, ginger and garlic prices are low, many farmers called the bureau of Commerce: "You think of ways to export more Laiwu ginger and garlic."
The Laiwu people who go abroad to work not only bring US dollars, euros and yen, but more importantly, introduce the concept of the world market to Laiwu. "Entering the WTO" has changed itself and affected the world, not only in the increase of import and export and the increase of utilization of foreign capital, but more importantly, the change of people's ideas and concepts.
Today, government officials emphasize rules and pay more attention to rights. Entrepreneurs are responding to international trade disputes more calmly and are adapting to and skillfully applying international trade rules. More and more ordinary people are learning to face this rapidly changing and competitive world with a calm, pragmatic and open mind.
